SPR# SKAI8N3C9R - Fixes issue where for partitioned servers, Domino setup starts immediately after install. The was fixed by defaulting Server setup to "manual start" for partitioned servers. (Non-partitioned servers have an installer UI panel where starting setup after install or manually was an option.)
